SAS Packages Framework, version 20260723

SAS Packages Framework, version `20260723`

Changes:

- Bugfix in the %isPackagesFilerefOK() macro.
- New functionality added to the %SasPackagesFrameworkNotes() macro.
- Minor code cleaning.
